Finally was able to compile the MOM from the Board meeting and some additional follow-ups.

Street Lights
We have requested to have 6 street lights installed but Per Water district, the 4 street lights were approved.
  1. Light by the Park (this was the hit-and-go last year) and this is replaced
  2. Light by the entrance of the Highwood Trl -> This will be installed over the median on Windhaven Pkwy
  3. Light by the entrance of Winehart St -> This will be installed over the median on Windhaven Pkwy
  4. Light in the Warwick Blvd - This will be installed in the Street as this is very long street.
Water District
This takes about 4-6 months, we have already passed more than a month since the initial communication.
Smart traffic light
As we have very dangerous blind curve at the South bound of the community on Windhaven Pkwy, need at least a smart traffic light so to reduce the danger on the residents who is exiting the community at the Winehart entrance.
Water District
As East of Josey on Windhaven pkwy, this comes under City of Lewisville. This is now out of scope from Water District.
Next: Will have to work with City of Lewisville for Traffic study.
Wrong way sign
Need the one on Windhaven as some people are going in wrong direction due to the hidden curve at the Winehart entrance/exit.
Water District
Again out of scope for Water District. And this is NOT very important for now.
Move the digital speed control
To be at more appropriate location as the current location is just at the entrance

Mr. Phil mentioned that this is just an indication of speed, and this is installed based on the architect's inputs, hence can't be moved.
Extension of Park
Current amenities in the park is not good enough for the community, kids needs more amenities to play with. Swings are needed and any other amenities. If kids from around 7-10 families in the park, it looks full and we see many kids are visiting the park in the evenings.
Water District/ HOA
Any park in the community by Pool, will be maintained by HOA, hence the extension of Park needs to be worked with HOA.
Park Shaded/Covered area
Definitely need the shaded/covered area for the park as kids won't be able to play in the summer with the temperature rising.
Water District/ HOA
Again, this needs to come from HOA. HOA mentioned that this needs to be budgeted for the next financial year.
Next: However, we will have to just behind them to get this added to the wish list.
Sand volleyball and Baseball courts
Need to have a Volleyball and Baseball courts to teenagers can play well in the community instead of driving to other communities or parks. Per Mr.Tony, Sand volleyball is on the roll.
Water District
Mr. Phil mentioned that this needs to be done by HOA, however there were some concerns from homeowner for having the Volleyball court at the green belt by North of Highwood.

Next: Will have to touch base with Homeowners there, if not, the other option would be besides the Pool only. If HOA can prepare the court, Water District can arrange the net around the court for safety.
Dumpster Noise
On the northside of the community, the trash pickup/material loading is happening in the (late) night hours which has become a big noise disturbance.
Per Mr.Tony, Water district is looking at the language used in the contracts so this will not happen going forward

Mr. Phil asked us to send the pics and time the loading trucks/trash pickup.

Next: Audrey has sent out the pics with kind of timestamps, Mr. Phil sent them the clear guidelines.
Sound barriers on screening wall
Is there anyway the Sound barriers can be installed on the retain wall off the 121. Per Water district, this was constructed as per the city code.

This can't be done. So will have to ask again.
Retain wall on Windhaven
When some of the residents contacted HOA on this, they mentioned that it is not covered by them - Hence need to reach out to Water Board for this to understand who is responsible for this.

This can't be done but check with HOA.
Common area maintenance
Who should we talk to about the maintenance of the common green areas as HOA stopped responding to resident calls regarding this. It is becoming the big pain for the neighbors around these areas. Can we escalate to get these maintained on a regular schedule. And we need the schedule info as well as residents can monitor them. As the community is on close out, Builders are on their way out so residents can't talk to Builders and hence it is HOA responsibility to work with Builders if at all needed.

Mr. Phil asked us to send the pics with the addresses so he can followup with HOA if any new SOD to be laid on.

Water District will maintain the Lawn, given a contract to do 40 mowings in each year.

Cameras on the entrances
Currently we notice that the cameras are on at both the entrances, are they being monitored?
Water District
Water District doesn't monitor the security cams, it should be by HOA.
Water District Debts
How much the remaining debt we have? How long do we have to pay for clearing the debt?

Remaining debts:
1G - $17mn
1F - $18mn (took in 2008, planning to go for refinance the bond, currently $2mn available in reserves)
Social events
We would like to conduct the regular social events in CHNE as well as like it is being arranged at the lakes. Otherwise we would like them conducted on a rotational basis in the each community we have. We would like HOA fund the events so we can have them conducted at our community so we don't have to drive over to the village shops every time.
Water District/ HOA
Water District generally doesn't fund the events, but can help bring in vendors to help in that and also provides barricades during the event.

Next: For the Fall event, we will work with Water District to get some arrangements.
Gated community
As we are being left behind the rest of the Castlehills, we would like to pursue an option of Gated community, given that the streets and lights and other regular maintenance is still to be covered by Water district as this is not being maintained by city.
Water District/ HOA
Background: City of Lewisville owns the streets, lights,..etc and Water district maintains the streets.

If we go with Gated community, need to get HOA approval and mainly City of Lewisville as well. But as per Mr. Tony it was completely different. We will have to work with Board of Directors again.
Homestead exemption
Discussed about the homestead exemption is being given to 1F residents from Water District portion and why not for the entire  CHNE community.
Water District (1F and 1G)
    • 1G Board approved additional homestead exemption of 8% under the DCFWSD component of property taxes. Motion has been passed during the meeting.
    • Mr. Phil mentioned that it will be a match to 1F, but we couldn't confirm if they are going to match the tax rate as well. (1F - 0.98%, 1G - 1%).
    • Actual Budget allocations would happen in Jul/Aug.
    • Water district would communicate Denton CAD about the homestead exemption by Jul 1st.

    Next: Already sent him an email for the confirmation, will keep you posted with the update. Also will be discussing the tax rate differences in the June meeting.
1F/1G Board meetings (Time and Location)
Requested to conduct 1F and 1G Board meetings at Water District office instead Hotel as this is very far; and at the late afternoon hours (4 PM, 5 PM). This would help us attend from our CHNE community.
Per Mr. Tony, there was no attendance even when the meetings were conducted at the water district office. He will still discuss internally with the Board to facilitate the change.
Water District (1F and 1G)
Good debate occurred on this, Mr. Phil kind of denied to change the time/location as he is mostly concerned that the Board of Directors doesn't attend or he may not have quorum for discussing the items and passing the motions as the main intention of the meeting is to discuss the budget and expenses. If 3 board of directors available in the meeting then only any motion can be introduced, otherwise meeting will be cancelled.

Another important reason is most of the Board of directors work location is nearby to the Hotel, so they are arranging there, regardless of residents wish.

Unfortunately as none of the Board members live in Castlehills, we have to fight for it until we become part of the Board.

We have requested to meet at Village shops atleast once in 2 or 3 months so residents can attend as per convenience, but not much of a positive response.

However, as per Law, they have meet at Water District office annually.
