MOM from the 1G Water District Meeting on 4/18

Hello All,

Here is the MOM from the 1G water district meeting on 4/18.

MOM:

  1. Water district has ordered for Street sweeping.
    1. You might have observed the street sweeping is being done this week in our community.
  2. The new construction after Kroger is for the (A) 9 storey office, (B) Retail space and (c) Hotel - This is part of 1H district

  3. Land prices up
    1. Due to the land price gone up in the recent year, the space between the Krogrer and the Realm (point 2 above) is being kept open and buyers are not showing much interest.
  4. At the crown center space, (yet to issue the building permits, this is part of 1G)
    1. 3-5 storey buildign is being planned and District is providing all the utility needs and also a small lake is being setup.
    2. Hotel plan is being done at the exact/little over west side of intersection of 121 and 121 business.
    3. From the other side of 121 (at this area), the underground drainage will be redirected to this crown center and then to Lewisville Lake
    4. West side of gas station, the plan is to have 400 apartments
  5. Castlehills voting towards the Fire district (Attached will provide some clarity if you didn't attend the meeting arranged by City)
    1. Very interesting comments (from the actual meeting) and some active discussion going on NextDoor as well.
    2. Water district attorney cautioned not to pass any resolutions to support/against the castlehills funding the fire district, this is just to avoid any legal complications in the future.
    3. What if we support funding the fire district?
      1. Sales tax will be increased to .125% on the current rates (attached the flyer with all the details).
      2. This means, anybody (including non-castlehills residents) who purchase the stuff from the stores within the area, will be supporting this.
    4. What if we don't support funding the fire district?
      1. City will collect the $200k additional from Water district. Which means, Water district either have to impose a change on the property taxes or absorb the cost from the savings/revenue which is already have.
      2. This means, ONLY castlehills residents will be bearing the cost but limited to $200k additional.
      3. Does City still serve the residents of Castlehills with the new station?
        1. Absolutely yes, but they will be under the deficit. To fulfill this, the water district has to fund the remaining.
    5. Water district has a SPA (Special purpose agreement) and under this, we are paying $953k to City of Lewisville for the services.
      1. $644k for Emergency services
      2. Remaining amount is for Police/Patrolling services.
    6. City of Lewisville has a council who controls the budget (around $4m) allocated to the Fire district depart, but didn't show any interest to inject/allow Castlehills residents to be part of that Board, which is where residents are thinking the decision.
    7. Currently City Fire district has ISO rating of 2, in future if City bring this to a better rating the home owners will be benefited with Property insurance. This is important for each of the resident.
    8. Final: Sales Tax vs Property Tax?
  6. Does this have any impact on Annexation?
    1. Not likely, the flyer is attached for this as well.
